Action 24 submits comments on 2019/20 Annual Performance Plan and Budget of the Limpopo Department of Economic Development, Environment and Tourism
During the month of July 2019, the Provincial Legislatures are reviewing the Annual Performance Plans and the Budgets of the Provincial Departments for the financial year 2019/20.
These documents tell how each department plans its work for the year ahead in the framework of their Strategic Plans, and how it intends to use its budget.
This review is part of the oversight mandate of our elected representatives, whereby they scrutinise the plans and actions of government, as well as the allocation and use of public money. It is critical to ensure that these plans align with the best interest of the people.
Citizens have the right to provide inputs in this process, as a way to influence decisions that will affect them (sections 59, 72 and 118 of the South African Constitution). External inputs help the relevant Committees and support staff assess the quality of the plans and make recommendations to the departments concerned.
One of the main concerns expressed is the lack of strategic, integrated thinking and planning about climate change, in a province already significantly impacted by the climate crisis. Limpopo has the potential to pursue a low-carbon and sustainable socio-economic development pathway that would benefit to all citizens in the province.
The ACRP hopes that the Committee will consider the input submitted, and engage with the Department on the issues and recommendations raised.
