This publication aims to help create a better understanding of the government budget process in South Africa with a view to fostering public engagement. It provides an overview of the steps national and provincial governments have to take to plan, adopt and oversee the implementation of the budget. It reviews the main stakeholders involved and the key documents produced.
It also explores how the public can engage in this process and proposes some guidance on how to read and analyse budgets. This booklet should be used as an introduction to public participation in budget processes.

The booklet is designed with civil society and media organisations in mind, to serve as a reference document for their work and efforts to engage their respective constituencies or audience on the subject.
